Notification when an owner has changed on a record
This post is going to be showing you how to add workflow for when an owner on a record changes. Below is the key part needed, the example I have used is that a RAID owner has changed owners to a new user so they need to be notified.
You need Field Updated to be the event for the workflow and the trigger to be based on the owner field not being changed to a user, this means that whenever you update the owner and its not this user the workflow will trigger. This needs to be a user that will never be assigned to the RAID, you can create a dummy user if you want.

Next is the action, this needs to be a Notify action, the result I have chosen is to send an email but it doesn't have to be. I have also chosen to use the base template, the subject is related to the notification so they know what type of email it is. The description gives a quick overview of the RAID, most relevant information. After that you can then select who to send it to, this would be the owner but you might want to CC the manager of ops. You can also attach a templated report of the RAID if you want but hopefully, the email captures the information as this is only to notify the owner.
Tip - Always good to add is the title, description and a link to the record
